If DOGE is to be effective, it must end PROGRAMS and leave the weeding of excess/incompetent personnel to the individual agencies. DOGE needs to be entirely strategic and leave the details to others. Think B-52s vs the ground troops. Both are vital, but have different roles.

I respectfully disagree 100%. The hundreds of thousands of workers doing useless or even harmful work are being paid – by taxes, or by printed money that drives inflation, both of which are taxes on people whose full employment has been suppressed for decades by the work product of these very Federal workers. The sooner these workers, and especially their “work product,” are expunged from the government, the sooner America’s economy & its people begin to heal. I know this will take quite some time to do well, but 12:01pm on Jan 20, 2025 would be a great aspirational goal to set the tone.

🎯 The #1 objective of every government manager everywhere is to not be criticized. Good workers & managers recognize recognize that in the drive to maximize success “eggs” occasionally get broken, which you seek to minimize but accept as inevitable. As organization with zero mistakes is minimizing its output, and attracts the least competent people. My neighbor works for the county highway dept, and the incompetence is beyond belief (well, actually no it’s not, sadly).

Being in East Tennessee, they loaded up 2 heavy trash trucks (think long dump truck with grapple boom) to transport bottled water to a neighboring county devastated by Helene. (Of course, the motivation was the presentation was to be covered by regional TV press.) While there, local officials asked our guys to help pull flood debris from under a local bridge, with the grapple booms perfect for the job. They explained that there would be various official workers observing (LEOs and a rep from the Medical Examiners office – it had been a flood after all). Our lead guy got so nervous, he declared the operation “too dangerous” and left with both trucks. I’m just sooo proud of my county government…

Respectfully, perhaps you misunderstand how the government is funded on a “mechanical” basis.

When Congress passes an agency budget, they do NOT award a huge blob of money to the Secretary to divvy up as s/he sees fit. The vast bulk of the budget is legally divvied up by Congress by “program.” When Congress decides to fund an activity, it creates a “program” to do so, and assigns that program to an existing Department or Agency for administration. The funds are attached exclusively to the PROGRAM.

Accordingly, if & when Congress acts on a DOGE recommendation to defund a program, the host Department is left with a group of employees with no funding source. It may well transfer some of those people to fill open slots elsewhere in the Department, but the vast bulk of those people are going bye-bye. They may individually seek out transfers to other Departments, but as these programmatic cuts continue, those slots will be filled and not recur, and the incumbents will be leaving the government.

This may seem overly personal, but after my sister was killed by a random insurgent missile in Iraq (civilian working for the Army; equivalent to a lieutenant colonel), I wrote so many letters to so many commanders supporting the mission, that the Army decided to give me a cash recognition for my morale efforts ($9K). When my O-6 Casualty Assistance Officer told me about it, he explained that the funding source was far more important than the amount. The Army had “re-programmed” the funds, which takes an Act of God. It requires signatures up through the Secretary, then to OMB at the White House, and then to the House Appropriations and Senate Finance Committees for objection. They went to considerable effort for a sad but defiant brother of a heroine casualty, one who, having been a contracting officer for the government, would have appreciated their effort beyond words, had she been able to see it.

The point is that $9K is an infinitesimal detail in the Defense budget, but illustrates the process. There is no funding source to accommodate the many billions of payroll to be targeted by DOGE.

The EPA is an independent agency.

Interior has the Bureau of Safety and Environmental Enforcement, which has lots to do with oil and gas and minerals and NEPA, which should be under the EPA, but isn't.

It takes a special kind of experience to achieve the results that the US government has achieved, such as the expertly executed military withdrawal from Afghanistan. Not every country has a health bureaucracy that support policies that result in obesity, drug dependency, and shorter life spans. How about an education bureaucracy that presides over schools that can’t teach students to read or write, but is great at tearing families apart and making students hate their country? It’s not easy to find people who have the proven ability to f__k things up.

Republicans in Congress hold the key – will they support the next Administration budget that deletes/defunds innumerable projects.
