From my exp in college and post-grad it's not that they are smart, it's that they are really good at rote memorizing. And internalizing abstractions, which is part of why they are good at rote mem, but also why they can believe 2+ contradictory things. They don't truly understand them, they have internalized them beyond rational thought. Like someone who believes "all life is precious" but is also pro-death penalty.

For the money they were spending, the passengers could have been launched on SLS to get from one place to the other, and it would be cheaper.
The natural route for high speed rail was straight up I-5, but no voters live on the west side so the train ploughs through Hwy 99.

Heh, if the UN was to implement /that/ as a rule, two things would happen:
A lot of nations, including Western ones, would lose their claim to sovereignity and legality
and
A whole lot of "developing nations" would suddently shape up and bootstrap themselves into the Industrial Revolution-stage of development
And if we we're to add "airports capable of handling 747s", "deep-water docks", and "asphalt highways capable of handling at least 75mph traffic"... oh me oh my.
Currently, in my kommun (county, sort-of) the board for Planning&Construction is approaching the fourth years of not building a 20-yard fence between the major throughfare and a kindergarten: the kindergarten's yard is separated from the throughfare by 9' of grass and bicycle lane - a clear violation of noise&pollution regulations.
The number of times I've had politicians - from local to national level - tell me to my face "We can't do that" about something a couple guys with a few hundred to a few thousands of dollars worth of tools and materials from the local hardware store is approaching infinity.

An early July Rsamussen Poll had 60% of Democratic voters still believing that Trump colluded with Putin to steal the 2016 election from Hillary. Imagine the cognitive dissonance comming when those sheep have to confront a major lie that they've been fed for 10 years. Some may actually be shocked enough to stop watching the propaganda media and maybe even stop tweeting Orange Man Bad.
