I dug into the specifics of a housing grant up in Vancouver Washington and found very similar wording. "Tell us how you're going to serve minorities," "Provide a risk assessment. If your risk is too low, you won't get funding."

It seemed to me then, just like this seems to me now, that the purpose of these types of questions is to ensure the "right" "non-profits" get the money. It would sort of like saying you have to start your proposal with a land acknowledgement -- if you say the words and do the dance you might get rewarded. If not...........

Oh for fuck’s sake. Nothing in any of this about whether they are qualified, have any experience, can get the job done, etc. I’m so sick and tired of this nonsense! And now thanks to the “Stop Nick Shirley” legislation, it can’t even be (openly) investigated! 😡😡😡. Crap like this deserves a thousand spotlights to send all the rats scurrying for the corners!
