Emily Oster infamously proposed an amnesty for Covid policy, but the truth is that we have an permanent standing amnesty for all policy. After a twenty-year nation-building project in Afghanistan, the Taliban holds the country and arms itself with abandoned American weapons. How and why did that happen? Dunno.
