Valero goes down for a significant period of time there are very few people on the planet to bring it back online.

And the men (and a few women) within those systems whose skills and experience let them do forward thinking constantly found themselves at odds with the Stagnation Wranglers, and dismissed because they weren't director, or manager, or dean, or whatever, tier.

Absolutely not IMO/IME.
I watched this thing take hold in the early '90s. The only possible pushback seemed to be sunlight and open records.
Of course that requires people willing to put in the time, as Mr. Shirley's citizen digger did. And you are well aware, I'm sure, of what happens to citizen diggers when The Blob decides they are digging in the wrong boneyard. Plus if people working within the institution are there on an Employer-of-Last-Resort basis (all other jobs being gone), there is no incentive for them to question what fills their rice bowl.
Plus, as Chris notes in these comments, one starts digging and quickly learns that the documentation is/has been made opaque and complicated, and those who work the system work that angle to fly under the radar.
